Our gear is pretty standard and one packing list we like is from Adventure Cycling. This link even contains a video which shows how to pack your panniers. We both ride Surley Long Haul Truckers which we find to be comfortable and able to take lots of uneven surfaces and bumps without too many flat tires. This is Tom's Ultimate 6-L plus by Ortlieb - waterproof and classy!
He will also have front and rear panniers, and will carry the tent on top of the rear rack. Julia will have rear panniers, the Ortlieb Ultimate 6-M classic front pack, and a Trek interchange rear rack bag. The interchange is similar to the newer style Botrager and is great for keeping stuff you need to access more often out of the black hole which is the rear panniers.
